Motion FS 17-18/01-01 to approve the Draft Faculty Senate Recommendation for a Policy as amended, passed by the Faculty Senate on January 22, 2018.


Draft Faculty Senate Recommendation for a Policy


Whereas, the Faculty of Appalachian State University is committed to the University mission of disseminating the results of its research and scholarship as widely as possible;

Whereas, the Faculty recognizes the importance of the open and free distribution of the knowledge developed in scholarly works as it relates to the University mission of promoting an inclusive, just and sustainable society for the benefit of all;

Whereas, open access publication does not sacrifice or diminish the quality of a work;

Therefore, let it be Resolved that the Faculty at Appalachian State University support the development of a policy that may include but is not limited to the following points:

●         policy applicable to all scholarly articles authored or coauthored by persons while a member of the Faculty and whose copyright is held by the Faculty member under University policy;

●          policy in which each faculty member grants to the University an appropriate license to each of his or her scholarly articles, in any medium, for the purpose of making their articles freely and widely available in an open access repository (such as NCDocks);

●          policy would not apply to any articles completed before the adoption of the policy or to any articles for which the Faculty member entered into an incompatible licensing or assignment agreement before the adoption of the policy;

●          policy would not require any financial encumbrance on the Faculty;

●          a Faculty member may opt out of granting the license for any article;

●          a Faculty member may explicitly request a delay in the application of the license for a specified period of time;

●          the University Libraries, in collaboration with a diverse group of faculty and relevant administrative units, will establish procedures for policy implementation, administration, interpretation, and reporting;

●          the University Libraries will report on the policy implementation to the Faculty Senate annually.

Be it further resolved that the Faculty encourages University administration to pursue sustainable open access for creative efforts initiated by non-faculty constituencies of the University.

Be it further resolved that the Faculty Senate form an ad hoc committee to work in collaboration with the administration to develop a policy.
